On July 22, 2019, Empresa Férrea Regional published the notice of public bidding for the award of the concession contract through which the concessionaire must carry out all the activities necessary for financing, Studies and Designs, Property Management, Environmental and Social Management, execution of Construction Works, Operation, Maintenance of the infrastructure corresponding to the Regiotram de Occidente Project.
This project includes the construction of a 39.66-kilometer railroad between Bogotá and Facatativá, with a branch to El Dorado Airport, as well as 17 stations and two sites for workshops and garages. According to the estimates of the Regional Railway Company, the system will handle 115.00 passengers per day.
contract also includes the financing, design, installation, supply, operation, replacement, maintenance and reversal of the Rolling Stock and the Railway Signaling Systems and the provision of the public transport service railway of passengers, including their Collection.
Terms and economic conditions:
estimated term of the contract is 26 years, counted from the signing of the Initiation Act, after compliance with the perfection and execution requirements. The estimated official budget corresponds to the sum of $ 3,459,160,000,000.
Participants and experience:
All natural or legal persons, national or foreign, individually or under plural structures, who meet the enabling requirements of legal capacity, may participate in this public tender and submit offers, financial capacity, investment experience and technical expertise.
Bidders must prove that they have obtained financing for up to two (2) concessions for a value of $ 800,000,000,000, as long as they are infrastructure project concessions. </ span>

Each of the previously mentioned experiences, with the exception of the experience in operation of passenger rail transport systems, will be credited through a maximum of two (2) executed contracts and finished. Only contracts signed after January 1, 2004 will be accepted.
Selection mode:
The selection of the concessionaire will be made through public bidding, according to the rules of article 30 of Law 80 of 1993. The offer that obtains the highest score will be selected according to the factors of choosing the specification. 80% of the score will be awarded to the best economic proposal. In addition, 9% of the score will correspond to the quality factor, consisting of the offer of better conditions, such as the execution of uneven intersections. The remaining 11% will be awarded for aspects such as support for the national industry and for having workers with disabilities.
