- Regarding digital citizen services, the Law ratifies the obligation to implement them in accordance with the MINTIC guidelines , and points out the possibility that private legal entities do so after authorization, in accordance with the principles of Law 527 of 1999. For such purposes, the obligated parties must comply with the interoperability framework established by the MINTIC, join the digital authentication service, and create, design or adapt the technical mechanisms for the folder service digital citizen.
- The dematerialization of stamps is envisaged, and specifically, it is provided that they, as a documentary tribute, must be issued, paid, attached or canceled through electronic means, under the criterion of functional equivalence.
- It is provided that the procedures that have been established or regulated with. Prior to the issuance of Law 1712 of 2014, that have an associated fee and that comply with the characteristics of consultation of access to public information, they must be immediately free, except in the case of rules of a special nature, associated with the commercial regime , labor, professional and social security.
- The rationalization of procedures for licenses, authorizations and permits to produce, commercialize, communicate, import, export, package, process, semi-manufacture and / or sell a product or, in a way that tends to adopt schemes is promoted of indefinite validity, except for exceptions that must be justified by the obligated subjects.
- Obliged subjects must enable an online payment platform for the payment by natural and legal persons of the costs associated with the procedures, processes and procedures in their charge.
- Obliged subjects will have a maximum period of 12 months to comply with the Law, unless another provision in it indicates a different term, for which they must make the corresponding institutional, regulatory, administrative and budgetary adjustments. li>
