The Resolution 3167 of 2019 of Migración Colombia established the new protocol for the entry and exit from Colombian territory for national and foreign visitors, besides the mechanisms and regulations for migratory control with significant changes that will facilitate the compliance of these procedures. Next, we include the main changes:

1. Permits to enter and stay in Colombia

  • Reduction in types of permits from ten (10) to three (3) will facilitate the immigration checkpoints for foreigners on their entry to Colombian territory, also the Migración Colombia’s officers’ duties will be easier.
  • At the same time, the mistakes in the stamp of the permits to foreigners to enter and stay in Colombia will be reduced. These mistakes implied a cumbersome process because the foreigner had to ask the correction via the right of petition (in Spanish “Derecho de Petición”), which answer would take up to 15 business days to stamp a new permit in the travel document.

2. Border Area Mobility Card 

  • The Border Area Mobility Card (in Spanish “Tarjeta de Movilidad Fronteriza”), is geared to the nationals of neighboring countries that require to enter to the Colombian border zone for everyday activities but do not want to establish permanently in the country (pendular migration). 
  • To obtain a Border Area Mobility Card, it is necessary to pre-register on the Migración Colombia web site, including biographical and demographic information.
  • To enter Colombian territory, the foreigner must show his official identity card together with the Border Area Mobility Card.
  • The Border Area Mobility Card will be valid for two (2) years from the date to its register or expedition.
  • The Border Area Mobility Card in any case: (i) replaces the official identity card; (ii) equates to a temporary or business visa, or permanent residence in the Colombian State; (iii) constitutes work permit; (iv) empowers its holders to travel to different places from the determined border zone; or (v) recognizes domicile in the Colombian territory.
