On July 7, 2020, the Ministry of the Interior published for comments a resolution draft that seeks to define the social guidelines for the development of Integral Pilot Research Projects (PPII, per its acronym in Spanish) for Non-Conventional Sources (YNC, per its acronym in Spanish), incorporating into their social strategies, a specific component that addresses the scientific and investigative nature of the PPII’s and the need to promote a permanent social dialogue and building of confidence in the respective socio-economic environment where the project will be developed. This strategy is named Specific Social Relationship Strategy (EERS, per its acronym in Spanish), and must meet certain minimum requirements and components.
In accordance with the resolution draft, a Participatory Environmental Observation Plan should be developed to include interest groups and local communities in the observation, follow-up, and accompaniment tasks to the Environmental Management Plan (PMA, per its acronym in Spanish.) During the execution of the PPII, the interested party must present both the EERS and its Participatory Environmental Observation Plan to the different interest groups and communities that are within the socio-economic environment of the project, as well as actively participate with these groups to socialize in the best possible way all the impacts that the PPII could have in the respective socioeconomic environments where the projects are carried out.
