On July 7, 2020, the Ministry of the Interior published for comments a draft resolution that seeks to define the social guidelines for the development of Integral Pilot Research Projects (PPII) for Non-Conventional Reservoirs (YNC), incorporating their social strategies a specific component that addresses the scientific and investigative nature of the PPII and the need to promote permanent social dialogue and build trust in the respective socioeconomic environment where the project will be developed. This strategy is called Specific Social Relations Strategy (EERS), and it must meet certain minimum requirements and components.
In accordance with the draft resolution, a Participatory Environmental Observation Plan must be developed that must link stakeholders in observation, follow-up and accompaniment to the Monitoring and Follow-up Plan of the Environmental Management Plan (EMP) . During the execution of the PPII, the interested party must present both EERS and its Participatory Environmental Observation Plan to the different interest groups and communities that are within the socioeconomic environment of the project, as well as actively participate with these groups to publicize the the best possible way all the impacts that the PPII could have in the respective socioeconomic environments where they are carried out.
