Colombia’s Central Bank (in Spanish Banco de la República) reorganized the structure and content of the exchange declarations and international loan reports reported through the Exchange Information System under the amendments to External Regulatory Circular DCIP 83 of September 25th, November 23rd, and November 27th, 2023. As a result, the National Tax and Customs Directorate (in Spanish Dirección de Impuestos y Aduanas Nacionales – DIAN) has granted an additional transitory term for the submission of third-party reports to said entity, as follows:

    • The Foreign Exchange Intermediaries will transmit as follows:

 

February 2024: Present the information for October 2023.

July 2024: Transmit the information for November and December of 2023, as well as the information for the first and second quarters of 2024.

    • Compensation account holders and postal service concessionaires providing postal financial services must transmit their data in the following manner.

 

July 2024: Transmit information for the fourth quarter of 2023 (October to December) and for the first and second quarters of 2024 (January to March; April to June).

As mentioned in DIAN’s communication, compensation account holders who have already submitted their information during the month of January 2024, regarding the exchange operations of October 2023 (as mentioned in the previous communication) must submit it again in July 2024 after making necessary adjustments.

Finally, The National Tax and Customs Directorate (DIAN) has announced that the deadlines mentioned earlier will be determined by a resolution that will temporarily modify Article 4 of Resolution 161 of 2021, as amended by Resolution 494 of 2022. DIAN will issue the exact deadlines to be considered for the transmission shortly.
